Support for Marudi indigenous communities affected by forest carbon project
Sahabat Alam Malaysia (SAM) and SAVE Rivers, express their solidarity with the indigenous communities from Logan Entasan, Lobang Kompeni and Sungai Brit who are affected by the Marudi Forest Conservation and Restoration Project. The two organisations thoroughly support the communities’ rejection of this forest carbon project and their call for the strengthening of their native customary rights (NCR), as expressed in their statement.
The Marudi Forest Conservation and Restoration Project is a forest carbon offsetting project regulated under the Sarawak Forests (Amendments) Ordinance 2022. The project is located within the LPF/0008, a monoculture plantation concession that has been licensed out to Samling. The size of LPF/0008 itself stands at 55,818 hectares, of which 9,189 hectares have reportedly been developed as of March 2023. Out of the original size of LPF/0008, approximately 25,675 hectares will be allocated to the forest carbon project.
Currently, this project is under validation by Verra, the international carbon credit standard body. During Verra’s public consultation process, SAM and SAVE Rivers (both environmental NGOs) submitted written comments expressing their objections and concerns about the proposed forest carbon credit project.
Firstly, the support for the communities is rooted in the NGOs’ concern that this proposed project violates their NCR. The communities’ objections are based on factual assertion that the proposed project does encroach into their customary territories. Furthermore, they have also conveyed to SAM that they are left confused by the consultations and surveys conducted in respect to the project. As such, this project lacks the free, prior and informed consent (FPIC) process as required by international law. Second, despite its name, the Marudi Forest Conservation and Restoration Project is not a conservation project.
Celine Lim, Save Rivers’ managing director explains:
“Forest carbon credit projects allow big polluters who purchase these carbon credit units to continue polluting and perpetuate the climate crisis. A carbon credit unit essentially is a permit to pollute. It gives the buyer the right to pollute and to release a certain amount of carbon dioxide or other greenhouse gases into the atmosphere”.
Moreover, according to NASA, once emitted, carbon dioxide can remain in our atmosphere for up to 1,000 years. As carbon dioxide accumulates, temperatures will continue to rise, worsening the global climate crisis. Therefore, the only way to stop global warming is to stop the continued release of carbon dioxide. This is why carbon offsetting projects serve to only perpetuate the climate crisis while benefiting big polluters.
The purchase of carbon credits allows buyers like oil and gas companies, aviation, industrial food and agribusinesses or rich countries to continue emitting and doing business as usual, while claiming that they have achieved their net zero targets or have done something to help address climate change.
Meenakshi Raman, president of SAM adds:
“Carbon markets are not a solution to the climate crisis. They are fraught with fundamental problems that can never guarantee environmental integrity and violate the rights of indigenous peoples”.
Both NGOs call on the Sarawak and federal governments to strengthen the rights of indigenous peoples and simultaneously call off the Marudi Forest Conservation and Restoration Project in view of the above.

The following statement is issued by the communities.
KOMUNITI BANTAH PROJEK KARBON KREDIT OLEH SARACARBON SDN. BHD. DI KAWASAN WILAYAH TANAH ADAT (NCR)
Kami penduduk kampung dari Logan Entasan, Lobang Kompeni dan Sungai Brit telah membuat satu sesi bantahan awam secara aman terhadap projek karbon kredit syarikat SaraCarbon Sdn. Bhd. pada 22hb Februari 2025 di kawasan di hadapan rumah panjang Kampung Logan Entasan.
Kami membantah projek karbon kredit ini kerana ia dengan jelasnya akan membawa kepada risiko pencabulan hak tanah adat (Native Customary Right – NCR) kami. Projek karbon kredit ini dilihat sebagai sebuah cara baru yang mangancam hak dan merampas NCR kami.
Kami juga tidak bersetuju dengan tafsiran kerajaan dan syarikat mengenai sempadan “NCR”. Selagi hak tanah adat dan hak ke atas kehidupan kami tidak diiktiraf sepenuhnya oleh kerajaan, kami risau projek ini akan menyekat amalan-amalan tradisi di atas wilayah kami seperti memburu, mengambil hasil hutan dan bercucuk tanam
Kami juga tidak bersetuju sebab tiada penerangan secara telus dan tiada proses pemberian izin berasaskan maklumat awal, bebas dan telus (IMABT). Kami telah didatangi oleh pegawai dan konsultan dari syarikat SaraCarbon Sdn. Bhd., yang kami difahamkan merupakan anak syarikat Samling Sdn. Bhd., sejak tahun 2023 berkenaan projek karbon kredit di dalam kawasan License for Planted Forests (LPF) 0008. Penduduk kampung langsung tidak faham dengan penerangan pihak syarikat tentang maksud dan tujuan sebenar projek karbon kredit.
Pihak yang terbabit juga tidak menghormati adat istiadat penduduk dengan memasuki kawasan wilayah tanah adat untuk melakukan kerja-kerja sukatan tanpa persetujuan dan kebenaran dan tidak berbincang mengenainya dengan kami. Berhubung perkara ini penduduk kampung Logan Entasan telah membuat laporan polis pada 24hb Januari 2025 dan kampung Lobang Kompeni pada 11hb Februari 2025
Tambahan juga, projek ini juga menimbulkan keadaan yang tidak harmoni di kalangan kampung-kampung yang terlibat kerana tiada dialog atau perbincangan secara menyeluruh terutamanya melibat hanya segelintir pihak sahaja.
Kami telah menghantar tiga surat bantahan:
1. Surat Bantahan projek karbon kredit oleh SaraCarbon Sdn. Bhd di wilayah tanah NCR komuniti kepada SaraCarbon, Premier Sarawak, agensi-agensi kerajaan yang berkaitan, SUHAKAM, Bursa Carbon Exchange dan Verra yang bertarikh 28hb November 2024 dan ditandatangani oleh 319 penduduk dari 15 buah Kampung dari daerah Marudi
2. Surat Bantahan projek karbon (Saracarbon) Samling di Kawasan Tanah Adat NCR (Pemakai Menua dan Pulau Galau) Kampung Lobang Kompeni, Marudi kepada Pegawai Daerah Marudi pada 11hb Januari 2025
3. Surat Bantahan projek karbon oleh Saracarbon Sdn Bhd di wilayah tanah adat NCR Kampung Logan Entasan, Marudi kepada Pegawai Daerah Marudi dan SaraCarbon Sdn. Bhd. pada 20hb Januari 2025.
Jawapan daripada SaraCarbon Sdn. Bhd. terhadap surat bantahan 15 buah kampung yang bertarikh 27hb Januari 2025 menyatakan bahawa kawasan karbon projek tidak memberi kesan kepada penduduk kerana berada di atas tanah gambut dan tanah lembap. Tetapi, kawasan tasik atau Logan di situ adalah tempat kami mencari ikan sebagai sumber makanan dan pendapatan kami.
Melalui sesi bantahan awam ini, kami membantah sekeras-kerasnya projek karbon kredit di wilayah NCR kami. Kami menyeru agar pihak kerajaan mengiktiraf hak tanah adat kami dengan sepenuhnya yang telah dilindungi sepenuhnya oleh Perlembagaan Persekutuan dan keputusan mahkamah, yang telah mengiktiraf bahawa hak kami merupakan hak ke atas kehidupan dan hak ke atas harta.
